Lulu, both the bar and the restaurant, is one of Bay View's funkiest and best dining/drinking options.

Everything on the menu is good, but try the East Indian chicken pita (with the Asian slaw). As a bar, they have a comprehensive beer and wine selection, and make some of the better Mojitos in town.
